At the high school, requiring a tuition that would fully cover its operational costs would put this educational opportunity out of the reach of most of the students in the area. This is especially true in the early years as the school expands towards full operation. Operational support is needed to keep the tuition afforadable for most families, and scholarship funds are used in very special situations.
